Public management of tourism has advanced in Brazil due to its socioeconomic importance; because according to data released by the Ministry of Tourism in the second half of 2019, the arrival of foreign tourists to Brazil in the year 2018 was 6.62 million people, and the foreign exchange revenue generated by these tourists reached the level of 5.92 billion of dollars in 2018. Also, according to data from the Ministry of Tourism based on information collected by the Federal Police Department at migration and border inspection posts, Brazil has an influx of foreign tourists, relatively stagnant between the period 2014 to 2018; stagnation that does not diminish the importance of the sector; with Brazil always averaging between 6.43 and 6.62 million foreign tourists. At the municipal level, it is necessary to analyze the Policy for the Promotion of Tourism for Local Development só that we can understand the system of promoting tourism, since tourism takes place in cities; where the tourist makes use of lodging, food and other services. For example, from the tourist potential of the municipalities, we will verify throughout this work that the State of São Paulo has two hundred and twelve municipalities dedicated to tourism; that generate jobs and income. Thus, the present study has the central objective of analyzing which actions are being implemented to enhance the tourism development of the municipality of Tatuí (SP). To this end, this study started from the theoretical debate on tourism and the cycle of public policies for the tourism development of the municipalities, noting that the general theme on public policies in general, became strong only from 1960 and that aspects of Public Tourism Policy in Brazil and in the State of São Paulo with more determination and its own governmental structure, date from the 2000s. Methodologically, this research is characterized by being exploratory, descriptive and analytical. From the case study of the city of Tatuí (SP), the main aspects of the current municipal tourism policy were described and, subsequently, an online survey was conducted with the main managers of the local tourism policy, to analyze mainly the priorities of the Tourism Development Plan of Tatuí/SP (2016-2022). The main economic indicators of the local tourism sector were also mapped. The results showed that Tatuí has twenty-seven priorities for promoting tourism, divided into three categories in a hierarchical manner: essential, important and desirable conceivable from 2016. And, that the city has good HDI indicators, and formal occupations generated in activities characteristic of tourism, such as: means of accommodation, food, transportation, among other services necessary to serve tourists. The Tourism Development Plan should be revised after the year 2022 in order to make necessary adjustments for the elaboration of a new plan. Finally, the study aimed to contribute to the municipal administration, as in this work it is possible to glimpse a panorama of the public management of local tourism. |
