Resumo: The present integrative review presented the understanding about the importance of the participatory budget for the Municipal Public Management, the theme demonstrated its substantiality in the textual development, as well as its delimitation that abstained from diffusive and incoherent terms to the matter, as well as the problem issue that obtained its resolution through the theoretical-scientific and the outlined objectives, the general and the specific ones were reached in full. Therefore, the justification pointed frankly its social and academic relevance in relation to the target audience, and the methodology was based on an integrative and descriptive literature review, through the qualitative method, which allowed to achieve the aforementioned objectives. It can be observed in the research that the Participatory Budget corresponded to the Power of the citizens in the decision-making processes that encompass the municipal acts of their managers, democratically elected by vote, and the Municipal Public Management has the conception about the magnitude of Popular Participation in this process by through democratic contributions. It is concluded that the Participatory Budget depends on a combination of mechanisms for its effectiveness, including the participation of citizens in public debates and symposia, as well as information and financial resources for improvements in cities, however, there are two dimensions that are at odds reality, the relationship between the Executive Branch and its approval by citizens in a clear way.
