Resumo: Microgrids with high penetration of renewable generation have a low equivalent inertia, which, due to typical load variations, usually results in large frequency variations. Thus, renewable generation units, no matter how viable they may be from a sustainable point of view, present great operational challenges, which must be overcome in order to be better used in power systems. One of the greatest operational challenge encountered in this type of system is to keep the system frequency within acceptable limits, so that the shutdown of the microgrid by the protection does not occur. In this context, this work aims to propose control strategies to be employed in solar photovoltaic generation, in order to provide inertial and frequency control during the black-start of a microgrid. The proposed control is composed of inertial controller and primary frequency controller capable of extending the frequency stability margin of the power systems during the energization of large loads. The proposed strategy has proved to be efficient, ensuring better frequency responses during the system black-start. In addition, the algorithm proposed to switch the control mode of the photovoltaic generation was effective as expected, even when the system is subjected to different sunlight irradiance values.
