Resumo: From 1995 to 2016 Brazil underwent several economic transformations, initially due to the instability arising from inflationary uncontrol in the 1990s and its subsequent regulation with the implementation of the Real Plan and the constant search for balance in the Fernando Henrique Cardoso government, after a brief instability as a result of the entry of the Lula government, which was controlled by the application of heterodox policies, which later led to a concise development of the Brazilian economy and especially the civil construction sector, with the deterioration of the Brazilian political and economic scenario during the Dilma government , with the political and economic crises installed during the period of his government, which weakened his mandate culminating in the president's impeachment. Taking into account the important role played by the construction sector in the Brazilian economy, the present work brings an analysis of its performance taking into account all the adversities and incentives provided, as well as a future outlook for the activity. For the accomplishment of the work a bibliographical research was carried out in documents made available by governmental organs, institutions related to the civil construction and news portals. The collected data were used to carry out a concise analysis of the performance of the sector during the period from 1995 to 2016, as well as a perspective of the importance of the application of development policies and the real impacts caused by political and economic crises and exchanges of government, besides to conclude with a future outlook on the construction sector. It is concluded that the construction sector follows the performance of the national economy, contributing to the parameterization of the economic level. In addition, it can be concluded that the presence of development policies contributes not only to the leverage of the sector, but also to the economy as a whole. In addition, the study concludes that the crises established at the national level cause greater impacts for the sector, due to its large chain of production, and finally, the future scenario of civil construction is a gradual recovery, in view of the resumption of policies for its incentive.
