This paper has the objective of determine the main reason that leads to the stoppage of public works in the State of Paraná according to the 2017 Inspection Report of the Court of Accounts of the State of Paraná, whose sample of 448 stopped public works was inspected in partnership with CREA-PR. Given the importance of the set of activities known as the “project life cycle” and in possession of the data provided by the Court, an exploratory analysis was carried out in order to identify possible influences of definitions in the initial planning phase of the public work project with the subsequent stoppage of activities, and also soughting for relations between the status of stopped public works conglomerate in the State of Paraná with the reality of other Brazilian states and countries. After collecting the information, filed in identification forms filled out by CREA-PR engineers who inspected the works, it was found that a planning failure still in the bidding phase culminates in a set of financial factors (such as the lack of resources for the execution of the work and absence/delay in the release of funds from agreements) and legal factors (such as the breach of contractual obligations by the contracted company) that results in the work stoppage. In order to avoid the repetition of this scenario in the future, since it was noted that many of the stoppages could’ve been avoided with a good work planning combined with efficient resource management and inspection, the use of technologies such as BIM (Building Information Modeling) is presented to try to make the execution of public works in Brazil effective by making inspection of the activities in progress more objective. The importance of continuing studies in public works management is also emphasized, in an attempt to obtain even more publications information that may indicate a way for the Brazilian population to have a life free from frustrations caused by the delay in the progress of their country. |
