As a variety of proposals aimed at supporting the automotive industry in Brazil, it is questioned to what extent its actors have benefited. Thus, the interests of the class fractions in dispute in its formulation are discussed, as well as the contradictions resulting from their declared objectives and the consequences of their practical implementation. The research object is part of the problematics of the State’s relationship with the industry, the historical conformation of the national industry, including previous public incentives, and the particularity of the historical development of the national automotive industry. The research methodology used consisted the analysis of documents, statistical data and semi-structured interviews of a typical sample of ten actors in the automotive chain who participated in Inovar-Auto. It is demonstrated that, although the automotive industry has always been notably encouraged by the Brazilian State, in Inovar-Auto unique characteristics are observed, either in its formulation or in its development. Among these peculiarities, the inclusion of the mold and tool sector as an indirect beneficiary of the program, the contestation of its protectionist bias by the World Trade Organization (WTO) and the required counterparts that did not offer challenges to the national automotive assemblers are all analyzed. Based on the results, the thesis of this study is that Inovar-Auto meant a new policy for old interests, benefiting mostly a specific group of companies in the sector’s production chain, foreign multinational automakers that have historically benefited from Brazilian public incentives. The research contributes to the analysis and debates about Inovar-Auto, public incentives for the automotive industry and, more broadly, for industrial policies. Este trabalho analisa o programa Inovar-Auto, que foi um incentivo público à indústria automotiva brasileira vigente no período de 2013 a 2017. Sendo um conjunto de proposições destinado a apoiar a indústria automotiva no Brasil, questiona-se em que medida seus atores se beneficiaram. Assim, são discutidos os interesses das frações de classe em disputa na sua formulação, as contradições resultantes de seus objetivos declarados e os desdobramentos de sua efetivação prática. O objeto de pesquisa é integrante das problemáticas da relação do Estado com a indústria, da conformação histórica da indústria nacional, incluindo os incentivos públicos anteriores, e da particularidade do desenvolvimento histórico da indústria automotiva nacional. A metodologia de pesquisa utilizada foi a análise de documentos, de dados estatísticos e de entrevistas semiestruturadas de uma amostra típica de dez atores da cadeia automotiva que participaram do Inovar-Auto. Demonstra-se que, embora a indústria automotiva desde sempre tenha sido notadamente incentivada pelo Estado brasileiro, no Inovar-Auto as características são peculiares, seja em sua formulação ou em seu desenvolvimento. Entre essas peculiaridades, são analisadas a inclusão do setor de ferramentarias como um beneficiário indireto do programa, a contestação de seu viés protecionista pela Organização Mundial do Comércio (OMC) e as contrapartidas exigidas que não ofereciam desafios às montadoras automotivas nacionais. A partir dos resultados, defende-se a tese de que o Inovar-Auto foi uma nova política para velhos interesses, favoreceu majoritariamente um grupo específico de empresas da cadeia produtiva do setor, as montadoras multinacionais estrangeiras que historicamente se beneficiam dos incentivos públicos brasileiros.
