The general objective of this work is to conduct a study in three municipalities in the northwest region of Santa Catarina to analyze the budgetary impact caused by the outsourcing of public services. The methodological procedures characterize the research as descriptive, survey, documentary and qualitative. Data collection took place through the information available on the transparency portal of city halls. The analysis shows that 617 bids were carried out during the years 2018 and 2019. with 1828 participants and their proposals, the selling company is the one offering the lowest value. In this research, only three municipalities in the northwest region of Santa Catarina were selected for convenience. The information was collected on the website of each city in the field of transparency portal. From the analysis carried out at the São Lourenço do Oeste city hall, 432 bidding processes were carried out in the last two years, with an approved value of R $ 116,098,145.69. At the Jupiá City Hall, there were 48 outsourced services with a value of R $ 8,299,815.22. In the municipality of Novo Horizonte it had a budgetary expenditure of R $ 12,216,111.39 for a total of 137 tenders carried out in the years 2018 and 2019. The results in general show that the municipality of Jupiá had a budgetary savings per capita of R $ 31.62 and R $ 178.82 per inhabitant in each year surveyed. In Novo Horizonte the savings per inhabitantwas R $ 343.87 in 2018 and R $ 305.92 in 2019. São Lourenco do Oeste the budget savings generated by inhabitants in the years surveyed represent R $ 405.40 and R $ 414.17. Savings generated during the course of each year with the outsourcing of services and for the purchase of medicines, school materials, among others, to do a good job for the community. |
