This leads to a debate on the vision of inclusive growth, which allows all people to participate in the growth process. In this context, in the social dimension, higher education policies stand out, playing an essential role in promoting the inclusion of this population and enhancing their capacities for the country’s development. In view of this, the main objective of this research is to analyze which higher education policies, adopted by Federal Universities in the states of São Paulo, Rio de Janeiro and Paraná, engage refugees in inclusive growth. Such policies were classified according to the degrees of inclusion of Gidley et al.: equity of access; participatory engagement; and empowerment. With regard to methodological procedures, qualitative approach research was chosen with an applied purpose. The objectives are characterized as exploratory (bibliographic and documentary) and descriptive (content analysis). In order to reach the research objectives, the following data collection instruments were used: requests for access to information and field research to collect public data published on the internet. Data were analyzed according to two categories: higher education policies and inclusive growth. The results show that there is a relationship between the quantity of higher education policies carried out in institutions and the engagement of refugees in inclusive growth, summarized in this survey by the percentage of representation of refugees in federal universities. The engagement of refugees in inclusive growth is more expressive in the state of Paraná, where the highest number of institutional actions and policies was identified; they are related, in order of recurrence, with degrees of inclusion: equity of access; participatory engagement; and empowerment. The main result of the research shows that the actions of specific selection process and support networks, in the degree of equity of access, and the actions of Portuguese classes and extension courses, in the degree of participatory engagement, are the institutional policies of higher education that most engage refugees in inclusive growth. Thus, the study proves to be relevant, as it addresses an emerging issue of social importance, surpassing the theoretical value. In articulating policies to meet the growing demand for refugees by analyzing existing policies in universities, relating them to inclusive growth, research can help formulate new initiatives and improve existing ones. Considerando o exponencial crescimento no número de refugiados recebidos no Brasil nos últimos anos e seus desafios à realidade local, faz-se necessário pensar a inclusão econômica e social dos refugiados na sociedade brasileira. Isso leva a um debate na visão de crescimento inclusivo, o qual permite que existam oportunidades para que todas as pessoas possam participar do processo de crescimento. Neste contexto, na dimensão social, destacam-se as políticas de ensino superior, tendo um papel importante em fomentar a inclusão dessa população e potencializar suas capacidades em prol do desenvolvimento do país. À vista disso, o objetivo principal desta pesquisa é analisar quais políticas de ensino superior, adotadas pelas Universidades Federais, nos estados de São Paulo, Rio de Janeiro e Paraná, engajam os refugiados no crescimento inclusivo. Tais políticas foram classificadas de acordo com os graus de inclusão de Gidley et al.: equidade de acesso; engajamento participativo; e empoderamento. No que concerne aos procedimentos metodológicos, optou-se pela pesquisa de abordagem qualitativa, com finalidade aplicada. Quanto aos objetivos, caracteriza-se como exploratória (bibliográfica e documental) e descritiva (análise de conteúdo). Para o alcance dos objetivos da pesquisa foram utilizados como instrumentos de coleta de dados: pedidos de acesso a informação e pesquisa de campo para levantamento de dados públicos divulgados na internet. Os dados foram analisados de acordo com duas categorias: políticas de ensino superior e crescimento inclusivo. Os resultados da pesquisa demonstram que há uma relação entre o quantitativo de políticas de ensino superior realizadas nas instituições e o engajamento dos refugiados no crescimento inclusivo, sintetizado nesta pesquisa pelo percentual de representatividade dos refugiados nas universidades federais. O engajamento dos refugiados no crescimento inclusivo é mais expressivo no estado do Paraná, no qual foi identificado o maior número de ações e políticas institucionais; sendo elas relacionadas, em ordem de recorrência, com graus de inclusão: equidade de acesso; engajamento participativo; e empoderamento. O principal resultado da pesquisa evidencia que as ações de processo seletivo específico e redes de apoio, no grau de equidade de acesso, e as ações de aulas de português e cursos de extensão, no grau de engajamento participativo, são as políticas institucionais de ensino superior que, mais engajam os refugiados no crescimento inclusivo. O estudo mostra-se relevante, ao abordar um assunto emergente e de importância social, ultrapassando o valor acadêmico.
