Resumo: The present work addressed the theme “Territorial property as a capital asset and public policies for social inclusion” requires special preparation to be worked on in the classroom. So, it is necessary to think about what is the best way to teach, and in this case, what are the best strategies to teach this topic? This is the research problem for this monograph. The objective of this work in general is to help in understanding the research object 'territorial property as a capital asset' and the direct and indirect impacts they cause on society, an object that goes unnoticed by the ailments of capitalist society and puts pressure on social classes which in turn seek solutions to occupational demands without realizing that the cause of social pressure is related to the disregard of government actions for the equal distribution of the territory, which should be a state action. From the understanding of the object in research, the specific objectives are of how to transmit to students the actions of ‘public policies of social inclusion’ and how these actions impact the dissolution of occupational demands; what forms of access to land occupation, and how the state has made access to new territorial occupations available, and what solution the state has found to recognize access to irregular occupations. As these are issues related to territorial division through the state, it is necessary to consult theorists and, as a result of the research, Jean-Jacques Rousseau (1762) will be used, which addressed issues regarding the establishment of the state, the forms of accumulation and maintenance of power, which is necessary to respect decisions in territorial regulation such as the establishment of foreign exchange and public places, without which soon after the establishment “if there were any” of these rules, the lack of respect for the established order would cause drives motivated actions to change the rules and the eventual irregular occupation of areas, whether vacant (area that still belongs to the State) or over private areas.
