Resumo: According to the Federal Constitution of 1988, education is everyone's social right and aims at the full development of the person, in addition to preparing them for the exercise of citizenship. With the publication of Law No.13.146/15,known as the Statute of Persons with Disabilities, and especially after the ratification of Law No.13.409/16, which amends the quota law to also include disabled people, this public became to have legally access to higher education institutions. However, it is known that these changes did not occur immediately and uniformly. Thus, this research soughtto identify, through institutional documents and regulations, howare organized in FederalTechnological University of Paraná (UTFPR) the actions that aimed at the inclusion and accessibility of students who are the target audience of special education in the institution's undergraduate courses. For the research, the methodology of document Analysis was used through the theoretical and methodological assumptions of Content Analysis, following the steps presented by Roque Moraes in his works. As a resultthe data obtained were categorized into: the conditions provided by UTFPR were raised in regarding to the admission and permanence of students who are the target audience of special education in undergraduate courses, presenting the history of the beginning of admission by quotas, the quotas for disabled students, the sectors that participate in the proposition and coordination of inclusive activities, the general actions of UTFPR in regarding to students target audience of special education, an overview of the TECNEP program, the actions and limits of the university's Accessibility and Inclusion Center, as well as a comparison between the actions of the UTFPR and other Brazilian public universities with regard to guaranteeing the admission and permanence of students who are the target audience of special education at the institution. It was concluded that, despite the UTFPR is making efforts to comply with current legislation, in addition to proposing and coordinating various activities and actions aimed at ensuringthe admissionand permanence of the students who this researchis about, there are still many limits of operationand changes that need to be implemented, for example, the creation of an accessibility and institutional inclusion policy.
