This research aims to elaborate a Strategic Prospective approach to support the decision making process, which contributes, in a structured way, to the formulation of sectorial politics and strategies. This is a descriptive research and of applied nature. The approach used is both qualitative and quantitative. The method is based on the case study of the Textile and Clothing Sector of the state of Paraná. This study has been accomplished through the use of primary data, collected from specialists of the Textile and Clothing Sector of the state of Paraná, as well as secondary data captured from the Internet, public documents (RAIS data base, ALICE WEB, Lattes data-base, Technological platforms), and bibliographical research. The primary data have been attained through the following techniques: (i) semi-structured interview; (ii) careful consideration of the matrix of variables; and (iii) in loco non-systematic observing (dynamic of the Panel of Specialists). We can highlight three relevant results in this research: first, we can obtain a structured diagnosis about the current panorama through the mapping of the indicators of the Textile and Clothing Sector of the state of Paraná; the second result refers to the survey of the scientific-technological and socioeconomic tendencies in the world, which can impact the sector e modify the its structure. Last, we point out the study that made possible the identification of the key-variables which influence the sector, and the mapping of their inter-relations. These three studies embrace the prospective process developed in this research. The result has demonstrated that the Strategic Prospective supplies an expressive pomp for the formulation of sectorial politics and strategies, as well as for setorials industrial heap. Because of the globalization, the changes and impacts that the world-wide technological and scientific development dynamic produces on the society constantly makes that these alterations affect the productive systems. This fact supports the necessity of use of tools and approaches which make possible the structuring of the industrial or setorial system for the decision-making consonant to the current diagnosis and the world-wide tendencies which can influence our local system. |
