Resumo: This dissertation brings a discussion about Public Policies for welcoming children and adolescents. The objective of this research was to analyze the implementation of Public Policies for welcoming at Casa Lar da Comarca de Marmeleiro-PR. In order to do so, the history of abandoned childhood in Brazil was described, in order to present the current scenario of Public Policies for assisting children and adolescents sheltered at national, regional and local levels, in order to understand the implementation of shelter Policies at Casa Lar da Comarca of Marmeleiro-PR. This research is justified by the need to make improvements in government actions aimed at the sheltered, aiming at the complete development of children and adolescents, so that they effectively have access to their basic rights. This is a documentary and bibliographic research, exploratory and qualitative in approach. In order to answer our research question, we carried out data collection, in addition to a documentary survey, semi-structured interviews were conducted with five professionals from Casa Lar de Marmeleiro - Paraná and analyzed using the qualitative analysis procedure. In order to map the academic productions on the theme "children and adolescents in care" we selected theses and dissertations, available in the Brazilian Digital Library of Theses and Dissertations, published between 2010 and 2020. The main considerations of this dissertation show that: 1) although Public Policies are implemented, many cannot be implemented; 2) the model of welfare and charitable actions continues to exist; 3) there is a lack of servers to supply the service demand; 4) Policies implemented at the local level are those that derive from a higher standard (federal or state) with no innovation in the policies. This dissertation can directly contribute to regional development and to the academic community, as it provides public managers with historical knowledge about institutional care and a vision of how the Public Policy for reception is being implemented in practice, enabling the planning of improvements for this portion of the population, as well as instigating new researchers to deepen this theme, hitherto little explored.
