Accessibility is the possibility and condition of persons with disabilities (PWD) or persons with reduced mobility for autonomously using spaces, according to the Law nº 3.146/2015, which consolidated the theme in Brazil. It is called “Inclusion Law” and it is a reflection of the international evolution of the rights of PWD. The Salamanca Statement, elaborated at the World Conference on Special Education, in 1994, is considered one of the main world’s documents on social inclusion. At the International Convention on the Rights of Persons with Disabilities, signed in 2006, the member countries made a commitment to equality and non-discrimination through the elimination of social, environmental, and psychological barriers related to PWD. In 2015, the 2030 Agenda was launched with the 17 Sustainable Development Goals, whose general objective is to eradicate poverty in all its forms and promote a decent life for all through sustainable development. Among the 169 document goals, seven are about PWD. Public Administration has the world commitment with the 2030 Agenda and the Higher Education Institutions (IES) are among the Administration agents having the role of respecting diversities, promoting inclusion and having the capacity of promoting dialogues for the design and implementation of policies. The University Libraries actively participate in the triad formed by teaching, research, and extension. They are facilitators and promoters of student autonomy during their training. The Library must be prepared to welcome the public in accordance with physical, anthropometric and sensory differences. Accordingly, this case study aimed to carry out the post-occupancy evaluation (POE) in the Curitiba campus Libraries in relation to physical accessibility compared to the parameters of the current Brazilian standards and, consequently, increase awareness and encourage the subject discussion in the light of 2030 Agenda in Libraries. The environment assessment points were mainly based on the Guia Prático, from Saad (2011), and the NBR 9050 standards. The evaluation took place inside the environments, and its critical points are the service desks, the consultation terminals, the bathroom and the places separated. The average percentage of compliance according to the standard is 47.18% at the Ecoville headquarters and 28.27% at the Centro headquarters. |
