Resumo: This teses is part of the field of investigation of Higher Education (HE) with a focus on the impacts of graduate programs on society. The impact on society is a question that has come to occupy a central place in the evaluation form of the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) from the 2017-2020 quadrennium. Therefore, the objective proposed here was to analyze the impact on society of the CAPES evaluation model and implications for a graduate program at a community university. For this purpose, the Programa de Pós-Graduação em Ciências da Saúde (PPGCS) of the Universidade Comunitária da Região de Chapecó (UNOCHAPECÓ) was defined as the locus of research. The choice of research locus is justified by the fact that community universities are responsible for internalizing and consolidating higher education in the West Mesoregion of Santa Catarina. With regard to the PPGCS, this is the most consolidated doctoral course in the Mesoregion. Therefore, the decolonial perspective brought the necessary epistemic support to the research and the qualitative approach, through exploratory and documental research, as well as semi-structured interviews, guided the investigation. The research took place through documents on the CAPES, UNOCHAPECÓ and PPGCS websites, and semi-structured interviews with members of the Grupo de Trabalho responsible for preparing the CAPES Evaluation Sheet and with UNOCHAPECÓ and PPGCS servers. The documental analysis took place with the construction of analytical categories. The main results demonstrate that the formulation of the impact on society question was built from a bias that aims to understand, stimulate and expand the insertion and impact of the Programs in society. This question brought the possibility for the PPGCS to resume and expand social inclusion actions and activities; the self-reflection of its performance, review and replanning of plans, policies, strategies, actions and activities; and the possibility of expanding contributions to regional development. Finally, it is possible to affirm that the formulation of the question occurs within a regulatory evaluation model that imposes itself as a supervisor of knowledge, as well as standardizing and unifying criteria of the evaluation process, reproducing relationships configured in a modern/colonial power pattern.
