The Municipal Plan for Integrated Solid Waste Management (PMGIRS) is fundamental for the proper treatment and final disposal of urban solid waste, in order to protect public health and ensure a balanced environment. Thus, the present study aimed to conduct a critical analysis of the PMGIRS currently in effect in the municipality of Campo Mourão, Paraná, aiming to identify possible legal noncompliances of the plan against article 19 of the National Policy on Solid Waste, Federal Law nº 12.305/2010, and opportunities for improvement. Despite the good practices followed by the plan, such as having its landfill built in an appropriate location from the environmental recommendations point of view, possible noncompliances related to items III and VIII of article 19 of the PNRS were identified, important items for efficient urban solid waste management. Finally, it is recommended to legally adapt these noncompliances in a possible update of the PMGIRS, considering the preparation of studies and debates on possible regional consortia or other forms of cooperation with neighboring municipalities, in addition to establishing a clear and detailed schedule for the revision of the plan, which defines the responsibilities of each party involved in the process. |
