The participation of citizens, considered as the main constituent actors of the State, in the formulation, execution and control of public management is a necessary condition for the effective implementation of public governance at the present time. The present research deals with the legal instruments within the reach of the Brazilian society to carry out the popular control of public management. Thus, the adopted theoretical framework has as its scope the concept and origin of the modern State; the main theoretical aspects of democracy, that is, the classical, contemporary, participatory and deliberative theories; the rise of public governance; as well as the conceptual framework and classification of the various forms of control of public management. As for the methodological procedures that were employed, the screen survey can be classified as to its objectives, or purposes, as descriptive. Its nature is applied and qualitative. Regarding the technical procedures of data collection, it is characterized as bibliographic and documentary, and for the treatment of the data the descriptive analysis was undertaken. The results highlight the exposition of the concepts of State and democracy; the report about the rise of the concept of public governance, as well the meaning of its principles as a subsidy for the social control of the State; the presentation of the conceptual framework of public management control in Brazil; culminating in the description and analysis of the legal instruments currently available to Brazilian society to carry out the popular control of state activity, which may be considered as potentially capable of promoting democratic governance in Brazil. |
