Resumo: The aim of this work is to present some tendencies in popular communication, it relationships with digital technologies and its goals as a communicational process acting directly in the process of educating individuals and in their role as citizens. Our research wa based on authors which discuss communication and language studies. We study three report published on the website Terra sem Males. The analysis reinforces the idea that popula communication can also be made by people who don’t live in the communities shown by the reports. With this work, we intent to contribute to the debate about the role of popula communication, information technologies and opinion leaders in the democratization o information and in the production of content which involves people who live on the fringe o society. The text is divided into eight chapters. The first five chapters present information about the beginning of popular communication in Brazil and its trajectory, as well as show the influence of the internet and the strengthening of digital technologies to amplify the performance and the reach of popular communication. The chapter six presents the website Terra sem Males. In the last two chapters, where the analysis takes place, we point out the main roles of the popular communication revealed in the study and its contribution for the development of citizenship
