Resumo: The Law 11.892 of December 29, 2008, which established the Federal Network of Vocational, Scientific and Technological Education brought with it several transformations in the assisted areas that are capable of analyzing its effects in terms of demographic, economic and social development. The recent expansion of the Federal Network, which occurred between 2009 and 2016, expanded the free offer of professional and technological education in the interior of the country, especially in the regions called citizenship territories. The purpose of the research is to analyze the role of the Federal Institutes for professional qualification in the territories of citizens of Santa Catarina and their contribution to regional development. It was sought to analyze the studies of Becker (1964), Mincer (1958), Schultz (1963), Romer (1990) and Lucas (1988) and regional development, observing the studies of Boisier (1972), as their contexts translate into the different forms of community relations with public institutions of vocational education through the actions planned, executed and evaluated by the institutions involved, observing the public policies created for these purposes. The research is configured as a descriptive and analytical case study. We analyzed the documents of these educational institutions and the socioeconomic data of the 42 municipalities belonging to the two territories of the citizenship of Santa Catarina in the period between 2008 and 2018. We also used the data resulting from research, via online questionnaires with students from the analyzed campuses and with local and regional companies. The research is justified in the sense that the socioeconomic development of a region is in many cases directly related to the increase in the professional qualification of the workforce and that the increase in the professional qualification of the worker provides improvement of the social welfare. It was observed that the Federal Institutes play the role of articulators, together with the other actors involved in the process, because they have a connection with the region in which they are inserted, with emphasis on the promotion of endogenous regional development through public hearings for the definition of the courses to be offered to the communities and for the promotion of professional and technological education articulated with the local productive arrangements, contributing to the increase of admission to employment in municipalities with campuses in these territories.
