Around the world, governments and society have been led to review practices of production and consumption and economic models for the sustainability of future generations. The need to list alternatives that can contribute to the promotion of sustainable development has created a link between the role of government procurement and sustainability, sustainable public procurement (SPP). In this scenario, there is a potential for federal public universities to practice and disseminate actions aimed at encouraging sustainable consumption patterns. Thus, this research proposes to define guidelines for the expansion of sustainable public procurement within the scope of the Universidade Tecnológica Federal do Paraná - UTFPR. In order to achieve the proposed objective, the mixed approach of research was used as methodological procedures, within a descriptive and prescriptive case study, whose data collection, bibliographic and documentary technique was carried out from primary and secondary sources. The research universe consisted of acquisitions made in the budget year 2017 by the fourteen UASG components of the UTFPR system (Rectory and the thirteen University Chambers) and grouped in the items of expenditure expenditure budget material and permanent material. The research results indicated that the expansion of the insertion of sustainability criteria in the purchasing processes of the Universidade Tecnológica Federal do Paraná is associated to at least four guidelines: procurement planning, adherence to systematic purchasing, awareness raising and training of those involved, and creation of multidisciplinary working groups. Finally, there remains the perception that the human factor is the key element for success or failure to expand sustainable public procurement in UTFPR. |
