These councils were selected because of the exploratory data collection focused on the representative distribution of women in the councils of the municipality, with COMSEA majority of women representatives and the CMDR the minority of women representatives. Not coincidentally, the guidelines of these councils are related to food in terms of production, access and consumption, and the sexual division of labor in these activities becomes clear. In addition, the theoretical debate is based on the complex relations of the modern world and the oppressions experienced by women, as well as the hierarchy and disparities between the sexes, classes, knowledge and peoples, which are understood as part of the same Eurocentric matrix, disembodied from their original (European) territories and distributed throughout the globe, radicalized by the process of globalization. In this context, councils emerge as agents that promote the participation and representation of women in institutional politics. Thus, it can be affirmed that in the trajectory of the counselors there was no finding of connection with the feminist struggle flags. However, the fact that representatives of civil society are women, has made it possible to connect the discussions that demonstrate the councils as flexible to openness to participation and representation of women, even if the interests of women's rights are neglected and ignored, since most of the councilors are not aware of the patriarchal structure that surrounds their participation in institutionalized politics. And it is precisely this shallow perception about gender and social status of women, coupled with the low representativeness and training of the representatives, which results in the absence of women-related roles in both councils. Este estudo de caso busca analisar a interação entre gênero e conselhos municipais, com o intuito de averiguar se a percepção de gênero das representantes da sociedade civil se reflete na presença ou ausência de propostas junto aos conselhos municipais de Desenvolvimento Rural (CMDR) e de Segurança Alimentar e Nutricional (COMSEA), no município de Pato Branco, Paraná, na gestão de 2015 a 2017. Tais conselhos foram selecionados em razão da coleta de dados exploratória cujo o foco foi a distribuição representativa de mulheres nos conselhos do município, tendo o COMSEA a maioria de representantes mulheres e o CMDR a minoria de representantes mulheres. Não por coincidência, as pautas desses conselhos estão relacionadas aos alimentos em termos de produção, acesso e consumo, ficando nítida a divisão sexual do trabalho nestas atividades. Ademais, o debate teórico dá-se a partir das complexas relações do mundo moderno, e as opressões vivenciadas pelas mulheres, bem como, a hierarquização e disparidades entre os sexos, as classes, os saberes e os povos, que são entendidas como parte de uma mesma matriz eurocêntrica, desencaixados de seus territórios originais (europeus) e distribuídos em todo o globo, radicalizados pelo processo da globalização. Diante deste quadro, os conselhos emergem como agentes que promovem a participação e a representação das mulheres na política institucional. Assim, pode-se afirmar que na trajetória das conselheiras não houve constatação de vinculação às bandeiras de lutas feministas. Contudo, o fato das representantes da sociedade civil se tratarem de mulheres, permitiu conectar as discussões que demonstram os conselhos como flexíveis à abertura para participação e representação das mulheres, mesmo que os interesses das pautas vinculadas diretamente às mulheres sejam negligenciadas e ignoradas, já que a maioria das conselheiras não estão cientes da estrutura patriarcal que circunda a participação das mesmas na política institucionalizada.
