It is connected to the current discussions about regional development. The objective was to analyze the processes of technical appropriation, from the possible Sociotechnical Suitability and Social Technology experiences, in a recyclable materials collectors' cooperative. The theoretical subsidy base was: the modernity criticism, the conventional development, the relations between the STCs and the public policies. In this framework, the frantic race forward the economic growth, the unbridled nature usage and the social inequality increase put in question the man rationality and concepts such as: evolution, civilization, progress and development. Considering this context of inequalities and unsustainability, the present dissertation proposed to think about alternatives for the development from ST and STA. The research instruments used were: data analysis, focus groups and interviews, oriented by the experiences analyze method. This method has five dimensions: 1) Contextualization and Historical Description; 2) Technological Nature and Sociotechnical Environment; 3) Economic and Environmental Sustainability; 4) Institutional and Binding Arrangement; and 5) Policy or Prospecting Sustainability. The results sought to contribute to the ST and STAs theme as well to the development alternatives and the initiatives strengthening reflection such as the recyclable materials cooperative. Among the results it was possible to observe that the cooperative under study is composed of a certain workers collective with similar characteristics and associated with the exclusion factors adopted by the capitalist society (it predominates: female gender, brown or black race/color, low schooling, old age, low paid professional experience and high precariousness and peripheral regions inhabitants). The cooperative formation context showed to be involved in social issues, such as unemployment, low income and on political issues, for example how the municipality need to guarantee the Urban Solid Waste, collection and destination service, as well as to guarantee access to resources for this purpose, besides the environmental question that demanded demanded the integrated management of waste. This situation was observed as a timely and consolidated the cooperative formalization. As for the technological appropriation processes, it was characterized by the conventional model and the solidarity model hybridization. The cooperative alternates surpluses distribution experiences, assemblies, meetings, polling and mutual help, with knowledge hierarchy experiences and power asymmetries, with emphasis on the public power strong influence, since it is the largest and practically the unique partner: the city hall. In this sense, it was found limits on the ST experience, however, it was observed the STA Modes approximation (especially: Usage, Ownership and Work Process Adjustment). It has also been observed, through the analyzed experience, that technological transfers and non-contextualized replications are not sufficient for social transformation, but measures to encourage autonomy and emancipation are necessary, such as STA and political practices in the citizenship exercise struggle. This reinforces the STs need opinion as a public development policy. As limits suggest new studies, highlight the link with public policies and methodological improvement to analyze the perception of subjects to the need for ST/STA. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) Este estudo trata da temática sobre Tecnologia Social (TS) e Adequação Sociotécnica (AST). Está ligado às discussões atuais sobre o desenvolvimento regional. O objetivo foi analisar processos de apropriação técnica, a partir da possível Adequação Sociotécnica e experiências de Tecnologia Social, em uma cooperativa de catadores de materiais recicláveis. A base do subsídio teórico foi: a crítica da modernidade, o desenvolvimento convencional, as relações de CTS e as políticas públicas. Nesse arcabouço, a corrida frenética pelo crescimento econômico, o uso desenfreado da natureza e o aumento das desigualdades sociais colocou em questão a racionalidade do homem e conceitos como evolução, civilização, progresso e desenvolvimento. Considerando este contexto de desigualdades e insustentabilidade, a presente dissertação propôs-se a pensar em alternativas para o desenvolvimento a partir da TS e AST. Os instrumentos da pesquisa utilizados foram: análise documental, grupos focais e entrevistas, orientados pelo método de Análise de Experiências. O método possui cinco dimensões: 1) Contextualização e Descrição Histórica; 2) Natureza Tecnológica e Meio Sociotécnico; 3) Sustentabilidade Econômica e Ambiental; 4) Arranjo Institucional e de Vinculação; e 5) Política ou Prospecção de Sustentabilidade. Os resultados buscaram contribuir com o tema TS e AST, bem como a reflexão sobre alternativas para o desenvolvimento e o fortalecimento de iniciativas como a cooperativa. Dentre os resultados foi possível observar que a cooperativa em estudo é composta por um determinado coletivo de trabalhadores com características similares e associadas aos fatores de exclusão adotados pela sociedade capitalista (predominam: gênero feminino, raça/cor parda ou negra, baixa escolaridade, idade avançada, experiência profissional de baixa remuneração e alta precarização e habitantes de regiões periféricas). O contexto de formação da cooperativa demonstrou-se envolvido em questões sociais, como o desemprego e baixa renda e em questões políticas, como a necessidade do município garantir o serviço de coleta e destinação dos resíduos sólidos urbanos, bem como garantir acesso aos recursos para tal finalidade, além da questão ambiental que demandava a gestão integrada dos resíduos. Tal conjuntura foi oportuna e consolidou a formalização da cooperativa. Quanto aos processos da apropriação tecnológica, caracterizou-se pela hibridização do modelo convencional e do modelo solidário. A cooperativa alterna experiências de repartição de excedentes, assembleias, reuniões, votações e ajuda mútua, com hierarquias de conhecimento e assimetrias de poder, com destaque para a forte influência do poder público, visto sua maior e praticamente única parceira: a prefeitura. Nesse sentido, verificaram-se limites da experiência à TS, contudo, observou-se a aproximação das Modalidades da AST (especialmente: Uso, Apropriação e Ajuste no processo de trabalho). Ademais, evidenciou-se que transferências tecnológicas e replicações não contextualizadas não são suficientes para a transformação social, mas que são necessárias medidas que incentivem a autonomia e a emancipação, como inferem a AST/TS e as práticas políticas na luta pelo exercício da cidadania.
