Thus, urban parks appear as important elements in urban composition as a proposal of urban planning, with the function of mitigating potential environmental problems, in addition to providing one more leisure alternative for the population. In this perspective, the present work seeks to verify the social and environmental function of the parks located in the municipality of Francisco Beltrão, Paraná, from 2003 to 2018. The parks chosen for the analysis are located in critical regions of the city and were implemented as strategy to mitigate the impacts caused by lack of planning, disordered occupation in improper areas and in preservation areas. In order to verify the social function, this work, by means of theoretical basis, selected categories of indicators for the evaluation of urban parks, from the post occupancy assessment (APO), from the technical and user’s point of view with scripts and interviews. In order to verify the environmental function, we attempted to analyze the susceptibility to flooding and drainage basins where the parks are located, through the use of morphometric parameters, using Geographic Information Systems (GIS). As a result of research, it is possible to affirm that, in general, the parks fulfill their social function, despite the identification of some unfavorable aspects. It was verified that the analyzed parks provide environments for passive and active leisure, contemplation and social interaction. The park that best covers the criteria analyzed for social function is the Jorge Backes Environmental Park. Regarding the fulfillment of the environmental function, the Boa Vista Park stands out, since it adapts the physical characteristics of the basin where it is implanted and the use of the soil, minimizing the floods and flash floods, under normal precipitation conditions. The other parks have as main function to mitigate the impacts caused by the disordered occupation, without planning and in improper areas and preservation areas, disciplining the occupation process and ensuring the sustainability of the use of natural resources. In this way, the analyzed urban parks justify its implantation considering the benefits produced to the society and also by the positive environmental effects that they provide to the environment in the urban centers. |
