Resumo: This dissertation deals with the territorial dynamics of appropriation and tutoring for the management of recyclable waste, and the relationship among the net actors, by pickers’ associations in Matinhos-PR. They take place in environmental preservation territory, which implies different procedures for sustainable territorial development regarding the collection and disposal of urban solid waste. The municipal Consortium for Sanitary Landfill (CIAS), between the beaches of Matinhos-PR and Pontal do Paraná, chose aground in the municipality of Pontal do Paraná, located in the middle of Atlantic forest, to dispose the solid waste produced in both cities. This reality allows the researcher to infer the need for correct separation of recyclable materials to mitigate risks to public health, contamination and pollution. There are waste pickers associations that can assist in the process of recycling waste materials. This is the case of the two existing associations in the city of Matinhos-PR, responsible for the collection, transportation, separation and marketing of recyclable materials. The objective of this Work was to understand the waste management dynamics of pickers associations, with the public administration, forrecycling and reuse of selective materials in the territory of Matinhos-PR. Before the increase and diversity of domestic waste, organizational strengthening actions for waste pickers associations should carried out in compliance with the National Solid Waste Policy (PNRS). The methodology is qualitative in its essence, with bibliographic review and participant observation of the other’s territory, scenarios, interaction with the environment, and progressive renewals of being for the other and for me, through knowledge and know-how in handicraft workshops of cultural increment. The results showed that the territorial dynamics of municipal administration and the selective collection involve compromises, pacts, alliances, agreements, disputes, competitions, and power relations. There was the promotion of human development, and the consecration of the inclusive right to practice conscious, participatory and active learning activities. Recyclable materials can be new products through artisanal workshops, and improper disposal causes losses to the associations, increases the costs of urban cleaning and environmental degradation.
