Resumo: Introduction: The term technological innovation has been gaining popularity, being mandatory in companies, universities and governments. New technology-based companies, also known as startups, are considered sources of technological innovation for solving problems not yet identified by companies. They are idealized by people who are learning to undertake and who accept new challenges and high risks, with a lack of business management and monitoring. In Brazil, there are incubators for technology-based companies, innovation centers and technology parks considered as an innovation environment that have stood out with guidelines, consultancies, mentoring and infrastructure for startups with the aim of making them less wrong, in these environments there are qualified managers to select , monitor and evaluate the performance of the project in its various phases. Problem: However, due to the scenario, the mortality rate of startups is considered high and good and promising projects are discontinued even before the launch of the product or service. Proposal: A maturity assessment model to be used by innovation environments for the development and management of startups in three different programs, for each program the startup must acquire the knowledge, skills and attitudes proposed in this model before proceeding to the next program. The programs are named as: 1) Hotel de Projetos, with the Initial and Managed maturities, with the delivery of a CANVAS, 2) Pre-Residence with the Defined and Managed maturities and with the delivery of an MVP (Minimum Viable Product), 3) Residência with the maturity of Optimized with the delivery of a Validated Product or Service. Application: It was applied to the acceleration program of an institution that has ten technology-based startups, however, we obtained nine respondents. The questionnaire for the Hotel de Projeto program has sixty-eight questions, in the Pré-Residência program seventy-five and in the Residência program there are thirty-two questions, all questions contain statements considered important about knowledge, skills and attitudes adhering to entrepreneurs. Results: In the questionnaire of the Hotel de Projetos program, we identified that startup G needs to improve in just two activities, in contrast, startup H needs to improve in twenty-five activities. In the Pré-Residência questionnaire there are nine issues to be improved in startup D, and forty-eight in startup H. In the Residency program questionnaire, there was no time to evaluate startups. Conclusion: We concluded that none of the nine startups completed the first program, but with all the responses to the forms, it is possible to identify the necessary knowledge, skills and attitudes that the innovation environment should seek to apply together with startups to reach the next levels and proceed to the next programs.
