The objective of this study is to analyze the cities of Curitiba, Porto Alegre and Salvador with regard to the management of MSW, from the guidelines of the National Policy on Solid Waste - PNRS (Law 12.305/10) and from the aspect of determinants that influence the effectiveness of management. To review this alignment were met described the characteristics of municipal policies through municipal plans for solid waste management, from PNRS guidelines, adopted by the municipalities of Curitiba, Porto Alegre and Salvador. It also assessed the management of MSW considering the actions and information collected through questionnaires given to bodies in charge of the city halls of the municipalities analyzed. Thus, the methodology used is qualitative analysis of primary data for the identification of the variables in the cities studied, and secondary, with the use of municipal plans of PNRS, sites of municipalities and a field research report conducted prior to this work, arranged in three phases, exploratory, descriptive and analytical. So for a result, service of PNRS by municipal plans for solid waste management, it was found that those treated sections refer to the diagnosis, disposal, consortiums, management specifications, income generation, reduction of waste and participation public power. Already the most underserved sections refer to the transport arrangements, training and supervision. By results of the analysis of the variables have been identified twenty-one variables in which their presence is common in the three municipalities analyzed, since the missing are financial incentives, reverse logistics, alternative treatment and incineration plant. No Brasil, cabe aos municípios o efetivo gerenciamento de Resíduos Sólidos Urbanos – RSU, por meio da utilização de planos municipais de gerenciamento, visando contemplar a otimização de recursos das entidades públicas, e o impacto social, bem como os problemas decorrentes da má gestão de RSU. O objetivo deste trabalho é analisar os municípios de Curitiba, Porto Alegre e Salvador no que se refere ao gerenciamento de RSU, a partir das diretrizes da Política Nacional de Resíduos Sólidos - PNRS (Lei 12.305/10) e sob o aspecto das variáveis determinantes que influenciam a efetividade do gerenciamento. Para avaliar este alinhamento, foram descritas as características atendidas das políticas públicas municipais, por meio dos planos municipais de gerenciamento de resíduos sólidos, a partir das diretrizes da PNRS, adotadas pelos municípios de Curitiba, Porto Alegre e Salvador. Avaliou-se também a gestão dos RSU considerando as ações e informações coletadas por meio de questionários aplicados aos órgãos responsáveis das prefeituras dos municípios analisados. Assim, a metodologia utilizada é a análise qualitativa de dados primários, visando a identificação das variáveis nos municípios estudados, e de dados secundários, com a utilização dos planos municipais, da PNRS, sites das prefeituras e de um relatório de pesquisa de campo realizado anteriormente a este trabalho, dispostas em três fases, exploratória, descritiva e analítica. Assim, por resultado, ao atendimento da PNRS pelos planos municipais de gerenciamento de resíduos sólidos, obteve-se que os incisos atendidos se referem ao diagnóstico, disposição final, consórcios intermunicipais, especificações do gerenciamento, geração de renda, diminuição de resíduos e participação do poder público. Os incisos menos atendidos se referem às regras de transporte, capacitação e fiscalização.
