Resumo: The socio-economic growth of various countries causes the increasing consumption of energy by companies. Energy is strategic for any nation. And in that sense, to meet the growing needs has strengthened research into development institutions in Brazil, which is structured from research groups in public and private institutions. These groups are mostly in public universities, higher education institutions, even in scientific research institutions and also in technological research and development institutes. One such institution is the National Council for Scientific and Technological Development (CNPq) which is presented as the main funding body for scientific research from the federal government created. However, Brazil still has a deficit in establishing efficient public policies on the subject of energy. In this scenario, although there is considerable number of research groups that deal with this suject, they generally do not have effective interaction mechanisms for the exchange of information and knowledge, which would allow a great advance both in the research carried out and in collaboration with the government. The main objective of this research is to describe the actions and objectives of the research groups, registered in the directory of CNPq, which deal with energy related to public policies and energy policies in Brazil, from the general mapping of all the groups that deal with thematic energy. This is a qualitative, exploratory, descriptive, bibliographic and documental with source of primary and secondary data. Among the achieved results found that 4.11% of active researchers in the country are different areas, predominantly the area of engineering with 48% of the total. The Federal District concentrates 25 groups and the rest are distributed in 26 Brazilian states, especially São Paulo which has 16, 62% of the total. Of the the 1456 mapped groups, 4.12% discuss public and energy policies related to Energy, totalling 60 groups, and are dispersed in 16 Brazilian states, predominantly the area of Social Sciences. The southeast region has 41.67% of the total and the Northeast, 26.67%, São Paulo and Rio de Janeiro stand out with 11 groups each. The concern with the theme started in 1986 with only a research group, but over the years had a significant increase in researching groups, especially after the crisis of 2001. Of the human resources (HR) 5 are foreign employees, 33,24% has a doctorate in education and 10,46% have master degree, the other members are made up of researchers, technicians and student, including the graduate. This last ones account 14,25% of total HR revealing the involvement of researchers in orientation activities in research. Of the 22,556 production indicators, 50.38% correspond to the technical production, 41.55% compose the bibliographic production group and only 8.06% are part of HR training. The main approach of the research groups is to include, in public policies, incentive mechanisms for the generation of alternative energy sources, consumer awareness, equity, among others. Some groups have local concerns, and providing advisory services to power companies and professional associations. The CNPq is essential for the formed knowledge network is disclosed and displayed.
