In view of the place's historical, social and identity characterization, consolidated as an important public space at the capital city of Paraná, it reveals the prevalence of commercial and service places in almost its entire extension, the consequent deficiency of recreation, contemplation and experiences focused spaces, furthermore, the lost of vitality at the place is observed, except for commercial hours. Based on this perspective, the work underlies the insertion of a memories tower at underused space, that will enrich urban landscape and will use in its project intentions: the appreciation of cultural patrimony, the diversification of purposes in the downtown, and the local culture strengthening, providing attention to Curitiba's visual fragments, all by using symbols and icons that are or were part of the street. Therefore, the study approaches conceptual bibliographic sets, case studies and reality analyses that evidence this street as a city memory representative place and also support drawing guidelines to define functional properties and spacial, material and esthetic concerns for its proposal. O presente Trabalho de Conclusão de Curso tem como objetivo embasar a proposta arquitetônica de um Observatório Cultural na Rua XV de Novembro, em Curitiba. Diante da caracterização histórica, social e identitária do logradouro, consolidado como importante espaço público da capital paranaense, revela-se o predomínio de pontos comerciais e de serviços em quase toda sua extensão, a consequente carência de áreas dedicadas ao lazer, contemplação e vivência, e ainda se constata a perda da vitalidade da via à exceção dos horários comerciais. Nessa perspectiva, o estudo fundamenta o projeto de uma torre de memórias em espaço subutilizado que, por meio de símbolos e ícones que fizeram ou fazem parte da própria Rua XV, ofereça à população não apenas o resgate do olhar à paisagem urbana, mas também empregue em suas intenções projetuais a valorização do patrimônio cultural, a diversificação de usos na região central da cidade e o fortalecimento da cultura local de modo a proporcionar uma visão mais atenta em relação aos fragmentos visuais que compõem este cenário curitibano.
