Resumo: This paper consists in a foundation research for development of a culture and leisure center for vulnerable children in Curitiba, Paraná. Through the research of theoretical references, it was possible to understand the relation between access to culture and leisure in early stages of human psychological development and its consequence for the development of citizens with empathy and engaged in society. It is also important to highlight the analysis of the situation of social vulnerability to which children and adolescents are exposed in Brazil to the development of the present work. From the understanding of these aspects, it was possible to carry out and study national and international cultural centers whose theme is focused on children development. In this way, it was possible to understand in a deeper way how the administration of these places work and to form the basis of architectural references for aspects of environments dimensioning, sectorization and technical and plastic issues. Finally, based on the concepts studied here, it was possible to determine the most suitable place for the implementation of the Culture and Leisure Center Play and Have Fun and to establish the pre-constructive parameters of the project aiming to fulfil children needs and adequate them to their social reality.
