Records of natural disasters that have left them dead and homeless around the world are not recent but have been increasing in frequency and intensity over the decades, affecting about 250 million people per year according to the Centre for Research on the Epidemiology of Disaster (CRED) Of the University of Louvain, Belgium. In vulnerable societies, natural disasters affect the population more, changing social and economic realities. In Brazil, the main climatic events that occur are: floods, landslides, storms, tornadoes and hail, resulting, among other consequences, the collective accommodation of the homeless in public spaces. This situation shows the fragility of the society and the public power in minimizing the effects of the event and in the care of the victims, especially in relation to the shelter of the homeless, being the planning and the provision of emergency and temporary housing not frequent in the country. This work aims to analyze the theoretical and methodological contributions to the elaboration of a Contingency Plan, providing among other actions a strategy for the implementation of emergency housing. With this, The characteristics and actions planned for the post-catastrophe confrontation of extreme climatic events will be detailed. |
