Resumo: In the present work, retroanalysis of the civil construction waste management system was performed in the city of Curitiba. Through the investigation of the stationary buckets contents, it was analyzed the scope and the effectiveness of the terms contained in the CONAMA Resolution Nº 307/02, as well as non-conformities and flaws of the C&D waste generators, carriers, consignees and supervisory bodies. The investigation method was observational, where the buckets were photographed and it was collected all the data about the construction waste in the buckets, quantity and material separation, disposal of the buckets on public roads, type and stage of work and the identification of carriers. The result analysis revealed the material mixing occurrence of different classes in the same bucket, besides the irregularities of the buckets disposal on public roads, with most frequently failure in the ones on the sidewalk, buckets with their volume exceeded and containing household waste. In the correlations among the construction or reform works and the waste found in the buckets, it was clear that the non-separation of materials doesn’t depend on the size of the building lot. In a general view, the construction waste management system is not satisfactory, since builders don’t separate adequately the generated wastes and they place them with higher quantities than allowed and several times outside the buckets. The carriers, in turn, collect the materials even improperly arranged and companies responsible for the disposal of construction waste receive the materials into disagreement with the provided by law. It was concluded that the inspection is not enough to curb these violations and there is awareness on the part of business and society. The results also allowed questioning whether the terms set out in the legislation are adequate to reality and if the model of stationary bucket is the most appropriate, since they don’t facilitate the materials separation and they don’t avoid the access of other people.
