Resumo: This paper is a case study that evaluates classes D and E as consumers of telecommunications services. In 2010 they represented 40% of the population and were consumers of services. The study outlines how is the current situation of operators through environmental analysis. Operators in addition to meeting consumer demand have yet to invest in new technologies in order to stay competitive in the market. The work related characteristics, needs and incentives that social class has and that operators could benefit through strategies focused to them. And indirectly promote the social inclusion of the group also have the image of a company concerned with social responsibility.
