Resumo: The research study presented involves a subject of great relevance for the economic development of Brazil. The Transport infrastructure has a key role in the growth of the country. However, it is noted the precariousness of the national rail network in opposition to the viability of the railway modal. Thus, this paperwork seeks the delimitation of it a study to raise the critical factors that can prevent the effective development of the sector. It is expected to obtain a solid parameter in relation to characteristics of the administration from one side and leaves the other private without a path at Cascavel - Guarapuava - Paranaguá. The research was carried out in a public sector institution, through questions of the critical activities in which they are inserted. The main results show that although there are gauges of different sizes in the country, within the state of Paraná there are only metric gauges. It also exposes the precariousness of the rails in some stretches and the difficulty of operating. There are problems with government bureaucracies and insufficient investments in the sector, which support the growth of the modal. In addition to showing that the rail network of Paraná does not meet the demand that is requested, and also needs a large investment.
