The present study had as purpose to analyze the dynamics deriving from REUNI – Program of Support to Plans of Restructuration and Expansion of Federal Universities, from manager’s outsight of the Technological Federal University of Parana (UTFPR) – Campus Pato Branco. As to reach this purpose the study can be characterized as an exploratory research and the data was collected through semi-structured interviews and content analysis. At last, a process of categorization was realized as to facilitate the analysis of all the information collected. Introduced in the context of education, which has been continue and increasingly appointed as an element of political, social and economic development, the glance of the study has focused on public administration of Higher Education and by consequence, on its main management instruments, the educational public politics. Understood management as a complex them, the focus of the study was the educational public politic of the moment, REUNI, and within the federal universities that were the subject of the politic, the focus was the Technological Federal University of Parana. The program REUNI emerged in a moment of profound transformations in Brazilian higher education with the purpose of amplify the access and the permanency at this modality of instruction. It was through this program that the government has adopted measures to retake the growth of higher education – which expansion was realized in the last decades by the private way – creating conditions so that the universities could expand physic, academic and pedagogically the federal net of higher education. As realized the analysis can be considerate that the REUNI has contributed to the retake of expansion of higher education by the public way which made possible an increase at the number of courses and vacancies, besides other dynamics. In the context of UTFPR the program was important to the consolidation of UTFPR as a university, because it was, so far the beginning of the program, the Federal Center of Technological Education of Parana –CEFET. Still, can be added that, to the Campus of Pato Branco, the dynamics of the program were basically the same as the one to UTFPR in general terms. However, is important to stick out that a politic as this one must be elaborated and published with more antecedence so that the universities can elaborate its Plans of Institutional Development (PDI) in dialogue with the goals proposed. Faced with that can be said that the PDI 2009-2013 of UTFPR, as example, as being elaborated took in consideration, besides other documents, its own REUNI plan – which was elaborated to adhere the program. Finally, it can be considerate that through this program, the State, as responsible to allow the access to education by, always more, a higher number of citizens, retook its paper and allowed the expansion in a more quantitative than qualitative way. In that way, it is believed that for a next action for the higher education that could be the qualitative expansion, with focus on quality. |
