As to reach this purpose the study can be characterized as an exploratory research and the data was collected through semi-structured interviews and content analysis. At last, a process of categorization was realized as to facilitate the analysis of all the information collected. Introduced in the context of education, which has been continue and increasingly appointed as an element of political, social and economic development, the glance of the study has focused on public administration of Higher Education and by consequence, on its main management instruments, the educational public politics. Understood management as a complex them, the focus of the study was the educational public politic of the moment, REUNI, and within the federal universities that were the subject of the politic, the focus was the Technological Federal University of Parana. The program REUNI emerged in a moment of profound transformations in Brazilian higher education with the purpose of amplify the access and the permanency at this modality of instruction. It was through this program that the government has adopted measures to retake the growth of higher education – which expansion was realized in the last decades by the private way – creating conditions so that the universities could expand physic, academic and pedagogically the federal net of higher education. As realized the analysis can be considerate that the REUNI has contributed to the retake of expansion of higher education by the public way which made possible an increase at the number of courses and vacancies, besides other dynamics. In the context of UTFPR the program was important to the consolidation of UTFPR as a university, because it was, so far the beginning of the program, the Federal Center of Technological Education of Parana –CEFET. Still, can be added that, to the Campus of Pato Branco, the dynamics of the program were basically the same as the one to UTFPR in general terms. However, is important to stick out that a politic as this one must be elaborated and published with more antecedence so that the universities can elaborate its Plans of Institutional Development (PDI) in dialogue with the goals proposed. Faced with that can be said that the PDI 2009-2013 of UTFPR, as example, as being elaborated took in consideration, besides other documents, its own REUNI plan – which was elaborated to adhere the program. Finally, it can be considerate that through this program, the State, as responsible to allow the access to education by, always more, a higher number of citizens, retook its paper and allowed the expansion in a more quantitative than qualitative way. In that way, it is believed that for a next action for the higher education that could be the qualitative expansion, with focus on quality. O presente trabalho teve como objetivo analisar as dinâmicas decorrentes do REUNI - Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais, a partir da percepção dos gestores da Universidade Tecnológica Federal do Paraná – Câmpus Pato Branco. De modo a alcançar o objetivo proposto o estudo se caracterizou por ser uma pesquisa exploratória e a coleta de dados ocorreu através de entrevistas semi-estruturadas e análise de conteúdo. Por fim, foi realizado o processo de categorização de modo a facilitar a análise das informações coletadas. Inserido no contexto da educação, que vem sendo contínua e crescentemente apontada como elemento de desenvolvimentos político, social e econômico, o olhar do presente estudo foi para gestão pública da Educação Superior e por consequência, para seus principais instrumentos de gestão, as políticas públicas educacionais. Tida a gestão como tema complexo o foco do estudo foi a política pública educacional do momento, o REUNI, e dentro do leque das universidades federais que eram sujeitos da política, o foco foi a Universidade Tecnológica Federal do Paraná. O Programa REUNI surge em um momento de profundas transformações da educação superior brasileira com o objetivo de ampliar o acesso e a permanência a essa modalidade de ensino. Foi pelo referido programa que o governo adotou medidas para retomar o crescimento do ensino superior - cuja expansão se efetivou nas últimas décadas pela via privada - criando condições para que as universidades federais pudessem expandir física, acadêmica e pedagogicamente a rede federal da educação superior. Ao realizar a análise considera-se que o REUNI contribuiu para a retomada da expansão da educação superior pela via pública e possibilitou um aumento no número de cursos e vagas, além de diversas outras dinâmicas. No contexto da UTFPR o programa foi de extrema relevância para a consolidação da mesma como universidade, pois até pouco tempo antes do início do programa, a referida universidade era o então CEFET. Ainda, pode-se acrescentar que, no que tange ao Câmpus Pato Branco, as dinâmicas do programa foram praticamente às mesmas que as da UTFPR em termos gerais. No entanto, é importante ressaltar que uma política como esta deve ser elaborada e divulgada com maior antecedência de modo que as universidades possam elaborar seus Planos de Desenvolvimento Institucional (PDI) em diálogo com as metas propostas pelo programa. Diante disso, pode-se afirmar que o PDI da UTFPR 2009-2013, por exemplo, ao ser elaborado levou em consideração, entre outros documentos, o seu próprio Plano REUNI – plano este elaborado para adesão ao programa. Finalmente, pode-se considerar que através do referido programa, o Estado, como responsável por permitir o acesso à educação por cada vez mais cidadãos, retoma o seu papel e permite a expansão de forma mais quantitativa do que qualitativamente.
