Globalization made it possible for municipalities to gain visibility on the international scene, increasing the possibility of acquiring services or products not found in the national market, as well as making them attractive to the destination of foreign investments. Obviously, international public procurement requires rules and care that require the attention of the public manager, so that the contracting is carried out in the established manner, respecting the principles of public administration and to occur in an effective way. This research presents the characteristics of international public bidding, the cases in which it is possible to bid internationally, what aspects the public manager should be aware of having to carry out such a mode in public contractions and acquisitions. It outlines an overview of the international public tenders carried out by the Municipality of São José dos Campos and nearby. It studies the advantages for the municipality when conducting this type of bidding. Concepts and establishes the requirements for international bidding with international financing resources. It presents examples and study of a case of international public contraction recently occurred in the municipality of São José dos Campos. For the accomplishment of this work were carried out literature reviews, in order to define what is the international public bidding and its procedures, questionnaires were sent via e-mail to the municipalities of São José dos Campos, Ilhabela, São Sebastião, Caraguatatuba, Taubaté, Lorena, Jacareí, Caçapava, Ubatuba, and the National Council of Municipalities. Consultations were carried out on the website of the selected municipalities to verify if there are any initiatives related to contracting through international bidding, and a case study was selected for analysis, discussion and practical demonstration of procedures involving international public bidding, which was widely presented in this monograph. When analyzing the results of the research carried out, it is observed that some of the municipalities studied already carry out the international public contracting for large works, which are generally financed with resources financed by international organizations, and that is a differential care when it comes of this type of acquisition; there are municipalities that organize their own exclusive commission to deal with aspects of international contracting and compliance with the requirements that this modality requires. Finally, based on literature reviews, data collected during the research and the case study analyzed, it is suggested some methods that may guide the organization of the procedure, making it more transparent and better administered. |
