It approaches the study of the Social Observatory of Brazil as an agent of social control in Brazilian municipalities. The theory explores the theme of participation and social control provided for the Federal Constitution of 1988, in addition to the practice of the tools of control and supervision of public management. With the legal provisions of public transparency and access to information available to the whole society, social control is established in the development of accountability practices and democratic management. It brings as a complement to the research, interview with representatives of the Social Observatory of Brazil regarding the characteristics and actions of the institution. It presents as a conclusion the analysis of its contribution and performance as a democratic instrument in Brazilian municipalities and propagator of fiscal citizenship. |
