This paper initially presented an approach on concepts, elements and requirements for the implementation of a Environmental Control Plan in order to contextualize and direct the subject covered. Consideration was on, then detailing some aspects of environmental management in municipalities, in order to justify the viability of an Environmental Control Plan, given its importance and that cooperation with the Public Administration, can be used as a preventive method environmental degradation, thereby promoting sustainable development. Moreover, emphasized ten problems of environmental management in municipalities, which were compared with the PCA Curitiba- PR, to exemplify prevention measures with the use of a PCA can be used and that enable sustainability. The aim of this study demonstrate that the PCA once used so extensively, ie not restricted to ore companies, as its regulation in this Plan in the municipality, becomes a tool for the applicability of sustainable development of the cities themselves. For this, its implementation should be regulated and subject to liability, inspection and sanction for legal noncompliance. |
