Resumo: This study presents bibliographic concepts related to personnel management and operational management, focusing on talent selection and planning tool, implementation, evaluation and correction - PEAC-. It addresses issues such as competence and the public server, internal selection, motivation and tools needed to manage this with the representation of public management and operational management. Argues a tool presented the application form, in order to explore the skills of civil servants and the reduction processes, and that the sum of these factors can contribute to a more efficient service.
