Resumo: The Human Resources function now assumes vital importance to the success of the organizations/government institutions. This study addressed the fundamentals of strategic management of human resources in organizations / public institutions and how it contributes to your success by analyzing the behavior and influence of people within their work environment. The methodology included a literature review and an interview with the head of the Department of Human Resources Authority of the City of Apucarana - PR, where he tried to verify is accomplished Human Resources Administration within the institution, especially as regards the management People. The environment and culture of public sector organizations are very different from that found in the private sector in general, or if we are to implement changes to improve the issue of managing people in governments, not all the techniques that work in the private sector give same result in the public area. We need to approach the management of people in government as a policy. Anyway, look at the Personnel Management in Government as a Public Policy to give this implies activity-half its due importance within the context of public administration and think it strategically, taking all necessary precautions regarding its planning, implementation, monitoring, evaluation and consequences/impacts.
