This work had as its theme the right to freedom of expression against the Brazilian democratic context. The regulation of this right is an achievement in building democracy, since there is no full democracy is the control of public and confidential information is concentrated. Similarly, citizen participation in the public sphere presupposes a conscious and reasoned demonstration, provided the necessary means to do so. The aim of this study is to analyze the principle of freedom of expression in the Brazilian legal system and its application in the collective manifestations on Public Administration. It can be concluded that in a democratic system, it is essential to civil society participation in decisions that affect them, inspecting representatives, watching their performances, as well as issuing opinions. Thus, it is necessary to provide broad access to information for citizens to act together with their representatives in the construction of the democratic process. |
