Resumo: The objective of this study was to propose an instrument capable of evaluating the work environment in a single tool based on Quality of Life (QL), Quality of Work Life (QWL) and Organizational Climate (OC). As for the methodology, after the theoretical construction of the construct, content validation was tested, language clarity, practical relevance and theoretical relevance were verified, the construct validity performed through Pearson's Correlation, reliability applying test -retest and analyzing the instrument's internal consistency, criteria validation, which adopted the concomitant method, and vality and confiability, assessed by means of central tendency and dispersion indicators. The results showed that in the Content Validation the Corrected Content Validation Coefficient (CVCc) presented an index of 0.85 for Clarity Language (CL), an index of 0.93 for Practical Pertinence (PP) and an index of 0,93 for Theoretical Relevance (RT). In the construct validity, the Exploratory Factor Analysis (EFA) was performed, where it presented values of KMO = ,917, which demonstrated an adequacy of the data to the factor analysis and Bartlett's sphericity test which was significant (χ² = 7465,349; Df = 1225; p≤.000). After the EFA, the varimax rotation method was used for one factor through the analysis of the communalities which reduced the 14 initial domains created in the theoretical construction of the construct to 10, in the analysis of communalities only factor 30 showed a commonality below 0,5, the other factors were represented with values greater than 0,5. With regard to the reliability of the instrument, it was shown that all factors have reliability, and the values ranged from 0.953, 0.954, 0.955 and 0.956. The validation criteria was not possible because it does not have instruments that can be compared to this instrument. In terms of vality and confiability, it was noticed that the means, minimum and maximum score and amplitude were similar and/or close for both male and female employees surveyed and also for both sexes (all), demonstrating that the instrument measures what they propose to measure and can be applied to any population. Thus, it is concluded that the instrument is valid and applicable in any population.
