Resumo: Public ombudsmen, as channels for communication with the State, are mechanisms that promote social control over the actions of administration and government. At the same time that they function as management tools aimed at improving public services, they are also instruments for the realization of participatory democracy, model or ideal adopted by the Federal Constitution of 1988. The objective of this research is to identify the typologies of manifestations adopted by the legislative ombudsmen of the 48 (forty-eight) Brazilian municipalities with a population of over 500,000 (five hundred thousand) inhabitants, especially based on the published Activity Reports. The analysis was conducted by defining a typical typology, based on the legislation taken as a reference: compliments, reports, complaints, request for measures, suggestions. As a conclusion, it was found that about 25% of the selected ombudsmen offices provided reports for analysis, and that, despite concentrating their activities around a typical typology, they adopt vague types or that reveals confusion about nature and object of the manifestations. The adoption of a pre-defined and standardized typology tends to guarantee the adequate treatment of the manifestations received, at the same time that it would reveal the understanding that is made of the demands of society, and would translate an attempt to adapt these same demands to the reality of legislative bodies in the which are inserted.
