Resumo: The purpose of this dissertation is to understand how collective institutional work influenced the implementation of the Sentidos do Campo Tourist Roadmap, located in the cities of Quatro Barras and Campina Grande do Sul, Paraná, in the period between 2009 and 2018. The methodological approach adopted in this study longitudinal study was delineated by the qualitative approach of the research, classified as descriptive, using the case study as a method. The primary data were collected through semi-structured interviews and non-participant observation. Secondary data were also used, such as institutional documents, minutes of meetings and news articles published in the local press, which were analyzed through analysis of thematic content. The results obtained allowed to describe the process of implementation of the Sentidos do Campo Tourist Roadmap based on the assumptions of institutional theory in the human agency field. From this perspective, the involvement of actors in processes of institutional change is characterized by institutional work. The results allowed to identify the presence of institutional work aimed at the creation, maintenance and rupture of institutions, being predominant in the organizational field the collective actions carried out in order to create new institutions. The data also showed that the Municipality of Quatro Barras, SEBRAE/RS and the Ministry of Tourism were the main social actors in the organizational field, directly involved in the constitution of the Tourist Roadmap studied. The research showed that although the Tourist Roadmap is still in the maintenance phase, it is still not fully consolidated, since it does not include some entities that are essential to its development, such as universities, civil society, regulatory agencies, etc. The data made it possible to conclude that the group of entrepreneurs has autonomy of action, but still it is very dependent on the municipal government. Thus, although all the members of the Tourism Roadmap aim at the same objectives regarding the development of the region and recognition of the route as an effective route of tourism, specific and effective strategies have not been developed for this purpose. Finally, collective institutional work influenced the implementation of the Tourism Roadmap through joint actions developed by the Federal and Municipal Governments, and actions aimed at maintaining agglomeration are being developed by the actors that make up the Tourism Roadmap and other actors belonging to the organizational field, although not fully consolidated.
