Resumo: This article is themed as an approach to information technology as a pedagogical tool in the use of ICT in primary education, with a view that technological advancement is a learning tool within the reach of all citizens. The goal is to study the use of Information Technologies and Communication in teaching and learning in elementary education process analyzing the conflict generated with this use in the school environment. To do so takes as specific goals to lift the legislation concerning the use of the spaces and TIC`s school years in elementary school, analyzing the technological resources used as instruments of teaching practice, their goals and applications and develop a comparative study of perceptions of teachers and students about the advantages and disadvantages in the use of TIC`s in the school environment. The reflection raised by approaching this issue leads to the recognition that many changes are occurring in education with the emergence of information technologies that contribute to foster debate on new teaching resources that operate in a social dimension. Thus, it was possible to realize that teaching using new computational tools requires a planned and fully geared to provide students access to practical knowledge.
