These food are healthier, natural and diversified, fresh, nutritious, respecting local eating habits, reducing the consumption of industrialized products. In this sense, this research aimed to develop electronic spreadsheets incorporating technology to farmers and employees in the act of delivery and receipt of products, in order to optimize the process of acquisition, control and distribution of foodstuffs, following the precepts of the Federal Law No. 11,947/2009. This law determines that at least 30% of the resources transferred by the National Fund for the Development of Education - FNDE, to the National School Feeding ProgramPNAE, must be used to purchase food products from family farming. The instrument developed in this study will make it possible to control and record the application and administration of 30% of the PNAE resources. A bibliographic and documentary survey, elaboration and application of questionnaires with administrative employees, involved in the process of controlling school meals and farmers who deliver products from family agriculture, in the municipalities of Serranópolis do Iguaçu, Medianeira, Missal, Ramilândia in the western region of Paraná, were used as data collection. It was observed that the municipalities carry out the Public Bidding on an annual basis and the control on receipt occurs physically, with 44% of the producers using printed spreadsheets and 56% using carbon receipts, 43% deliver to educational institutions, 29% at the Education Department, and 28% at the cooperatives. This research pointed out that 45% of the producers joined the program for contributing to the improvement of their income, and 23% for being a safe market and providing a programmed income. It was observed that the municipalities have few suppliers of meat produts, due to the requirements of adaptations to attend the sanitary rules as the high cost of production as well. The control of delivery and receipt of the products is done physically, using receipt blocks and printed worksheets. It was noted that 75% of the employees stated that the control is efficient and 25% said that it could be improved, and 100% wanted to improve the control. Considering the validation of the spreadsheets developed in this study, 87% of the administrative employees stated that they met all control needs, with 87% rated it as excellent and 13% as very good. The electronic spreadsheet technology developed in this research will facilitate the work of the administrative employees involved with the school food service, as well as assist rural farmers in controlling the production of food for municipal governments, maximizing their operational time of activities, in addition to form a database for future planning by both the producer and public bodies. A agricultura familiar sustenta a produção de 70% dos alimentos que estão na mesa do consumidor, sendo a 8ª produtora de alimentos do mundo e se constitui na maior empresa brasileira, agregando 3.897.408 estabelecimentos rurais. Estes alimentos, são mais saudáveis, naturais e diversificados, frescos, nutritivos, respeitando-se os hábitos alimentares locais, diminuindo o consumo de produtos industrializados. Nesse sentido, esta pesquisa almejou desenvolver planilhas eletrônicas incorporando a tecnologia aos agricultores e funcionários no ato da entrega e recebimento dos produtos, de maneira a otimizar o processo de aquisição, controle e distribuição dos gêneros alimentícios, seguindo-se os preceitos da Lei Federal nº 11.947/2009. Esta lei determina que no mínimo 30% dos recursos repassados pelo Fundo Nacional de Desenvolvimento da Educação - FNDE, ao Programa Nacional de Alimentação Escolar-PNAE, devam ser utilizados na aquisição de produtos alimentícios provenientes da agricultura familiar. O instrumento desenvolvido neste estudo, possibilitará um controle e registro da aplicação e administração dos 30% dos recursos do PNAE. Foi utilizado como coleta de dados um levantamento bibliográfico e documental, elaboração e aplicação de questionários junto aos funcionários administrativos, envolvidos no processo de controle da alimentação escolar e agricultores que entregam produtos da agricultura familiar, nos municípios de Serranópolis do Iguaçu, Medianeira, Missal, Ramilândia na região oeste do Paraná. Observou-se que os municípios realizam o Chamamento Público de forma anual e o controle no recebimento ocorre de forma física, sendo que 44% dos produtores utilizam planilhas impressas e 56% se utilizam de recibos com carbono, 43% entregam nas instituições de ensino, 29% em local da Secretaria de Educação e 28% nas cooperativas. Esta pesquisa apontou que 45% dos produtores ingressaram no programa pela sua contribuição na melhoria na renda familiar, e 23% por ser um mercado seguro e propiciar um rendimento programado. Observou-se que os municípios possuem poucos fornecedores de produtos de origem animal, devido às exigências de adequações às normas sanitárias e ao alto custo de produção. O controle da entrega e recebimento dos produtos é feito de forma física, utilizando-se blocos de recibo e planilhas impressas. Notou-se que 75% dos funcionários afirmaram que o controle é eficiente e 25% disseram que poderia melhorar sendo que 100%, anseiam por aprimoramento do controle. Quanto à validação das planilhas desenvolvidas neste estudo, 87% dos funcionários públicos afirmaram satisfazer todas as necessidades de controle, sendo que 87% avaliaram como ótimo e 13% como muito bom. A tecnologia das planilhas eletrônicas elaborada nesta pesquisa, facilitará o trabalho dos funcionários administrativos envolvidos com o serviço de alimentação escolar, bem como auxiliará os agricultores rurais no controle da produção de alimentos destinados às prefeituras municipais, maximizando o seu tempo de operacionalização das atividades, além de formar um banco de dados para um futuro planejamento tanto do produtor como dos órgãos públicos. 2022-10-11T12:49:13Z 2022-10-11T12:49:13Z 2022-05-10 masterThesis BERTOLINI, Maria Madalena.
